The skills WA's resources sector will need next and why the shortage isn't going away
What's changing is the kind of demand. As operating models become more automated, digital and technically complex, the report says the skills needed to support resource development "will continue to evolve."
If WA's identified resources are worth anywhere near the $8.1 trillion the Chamber of Minerals and Energy's Unearthing Potential report puts on them, there's a question every operator, contractor and jobseeker in the sector should be asking: who's going to build and run it all?
The report is upfront about it. "Resources in the ground do not automatically create jobs, investment or economic activity," it says. Those outcomes only happen when resources are developed into commercially viable projects, and one of the five conditions the report identifies as essential to realising the opportunity is workforce and regional capability: access to skilled workers, training pathways, local suppliers and regional services will shape how fast and how far development goes. In plainer terms: no workforce, no boom.
Two workforces, evolving in different directions
The report separates the jobs task into two buckets. Construction employment, building the mines, plants and infrastructure, is modelled at an average of 165,000 FTEs a year, comparable to WA's entire current construction workforce. Operational employment, running them once built, sits at 158,000 FTEs a year, roughly two-thirds of Australia's current mining workforce. Both numbers are averages across a 75-year modelling period, not a single peak year, but they confirm what recruiters already know: demand for people is not a short-term spike, it's a sustained, decades-long pull.
What's changing is the kind of demand. As operating models become more automated, digital and technically complex, the report says the skills needed to support resource development "will continue to evolve." The four broad skill categories it flags are:
- Technical, engineering and digital skills, the traditional core of the sector, but increasingly paired with data and software capability.
- Automation and remote operations capability, running processing plants, haul fleets and even entire mine sites from integrated operations centres, sometimes hundreds of kilometres away.
- Transition pathways into emerging roles, including greater Indigenous participation in the workforce.
- Apprenticeships, vocational training and ongoing reskilling throughout a worker's career, not just at entry point.
On the supplier side, the report expects growth in equipment, engineering and technology services, and professional and specialist services, meaning the opportunity isn't confined to on-site roles. Regional and WA-based businesses stand to pick up more of that supply chain work if the capability is there to win it.
What this looks like in real careers
Rather than leave this abstract, the report profiles four real (if anonymised) career paths already unfolding across WA resources, and they say a lot about where the sector is actually generating opportunity:
- A FIFO pit operator who spent eight years on crushers, graders and trucks before studying mining engineering part-time, graduating with First Class Honours and moving into an engineering role at a Goldfields nickel mine, the classic hands-on-to-professional pathway, still very much open.
- An administration worker retraining as an electrician while raising three children, who qualified and went on to work on a major LNG project near Karratha, proof the trades pathway into resources isn't limited to school leavers, and that the sector can accommodate career changers balancing family responsibilities.
- A computing and mathematics graduate who moved into mine planning and remote operations in the Pilbara, helping build tools that cut scenario-planning time from days to minutes, a reminder that "resources job" increasingly means "data job."
- An environmental science graduate who built a career in water stewardship and catchment management on an iron ore operation, showing that environmental and heritage roles are core resources-sector careers, not an add-on.
None of these are outliers dreamed up for a brochure. They map directly onto the four skill categories above: trades and technical, automation and remote operations, digital and data, and environmental science.
Why this matters right now
The State Government's own commentary on the sector, released alongside a separate $50 billion-plus project pipeline update, points the same direction: an industry citing "a highly skilled workforce" as a genuine competitive advantage, while continuing to invest in exploration and new projects (from the Eneabba Rare Earths Refinery to the Mt Holland lithium expansion) that will each need their own construction and operational crews.
The practical takeaway for anyone in or entering the WA resources workforce: don't just train for the job that's advertised today. The commodities driving the next wave of growth, lithium, rare earths, copper, uranium and the rest, bring processing chemistry, automation and remote-operations demands that didn't exist at the same scale a decade ago. Vocational pathways, university partnerships and on-the-job reskilling are all explicitly called out in the report as the infrastructure that will determine how much of WA's $8.1 trillion opportunity actually gets built, and that infrastructure runs through training providers, apprenticeships and career-changers as much as it does through geologists and engineers.
If you're building your career profile with an eye on where the sector is heading, technical and digital skills, automation literacy and a willingness to reskill are the recurring threads, whatever commodity you end up working in.
